Can anyone tell when "Chirp lovers" maybe will be able to program a TYT TH-9800 through Chirp? 

Programing a radio with-out Chirp is like watching a game with-out a beer.

Are you connecting to the data jack or the speaker/mic jack? You have to
use the data jack.
