[Dan Smith dsmith@danplanet.com] Add hispeed cloning support in the base Icom code and enable it for the ID-880 and IC-2820 (need to investigate which models support this). Cloning happens at 38400 baud instead of 9600 for those models now.

This change to use hispeed cloning on some Icoms is pretty cool and makes a huge difference in communicating with the newer radios that have much larger memories. I would definitely appreciate some feedback here about how this works (or doesn't) for you, as well as any other models that CHIRP supports that should have their hispeed flag enabled.
