Because when you are uploading, the tab is specific to the radio Vendor / Model that it was downloaded from. The Vendor / Model are greyed out because the tab must go back into the same Vendor / Model that it came from.

You can only choose the Vendor and Model selections when downloading, but even then, you must choose the Vendor / Model that matches the radio that is being downloaded from.
