Changes for Build #145 [Dan Smith dsmith@danplanet.com] Improve COM port enumeration on Win32

Could someone with a few serial ports verify that this change improves the situation? For the Windows build, I'm now including an updated serial module that allows for the enumeration of ports by querying WMI, which should list all the valid ports without the odd hacks required by the conventional approach.
