With the cable attached and radio connected, assuming the proper driver is installed, you would check the device manager snd click on COM ports to see the currently connected serial devices.
The easiest way to call up the device manager is to simply have Win10 search for it by typing "device manages" on the search field on the task bar across the bottom of the screen.
