@Nigel, She may not be using the radios at all. She stated that she is only programming the devices.

OK. Under which license will the radios be used?

If commercial, the dealer selling the radios would be expected to program them. In any case, she, as an amateur programmer, needs to understand the license conditions under which they will be used.

@Becky, can you help us by giving the exact error message(s) you received when programming your Retevis radios?
