I’ll start over.
I have a TYT-TH8600 that I hoped was supported by chirp. From requests I’ve found from others, I was lead here:

After looking through the posts, I saw the posted .py file and wondered if simply running that in my terminal “python3 th8600.py” would enable what it seems like some developers have built to support the TH8600.
What steps did I miss?

Running how? You can't "run" these modules by themselves, so any error (including the one you quoted) is, well, expected.
I'm not very familiar with the python world, but I have chirp 3 installed and I'm running macOS Sonoma 14.5.
I'm not sure what "chirp 3" is in this context. If you're trying to work on developing chirp, the best plan would be to join the developer's list and ask your questions there. If so, sounds like you don't have a development environment set up, but conversation about that would be inappropriate for this list, and suitable for the developers list.
If you're trying to do something else, please explain what that it is so we can help you.
