Yes a loaner- they can;t afford to buy all the different radios.
But they need something to reverse engineer, so if you want CHIRP to do it they have to have one to work with.

There is a section of the chirp website where requests for new radios can be entered. 

It is checked by the actual developers.

 

They may request a donor radio to be backward engineered. Just a thought.
