My guess is that when you bought the second batch of 4 you purchased based on price and totally missed that the cheaper UV-5R radios being sold today are firmware locked to only transmit within the 144-148 MHz and 420-450 MHz USA ham bands. Any frequencies programmed outside of those ranges are TX disabled (RX only).
For example, these Amazon listings state "* Frequency Range: 144-148MHz, 420-450MHz"

To program these radios so that CHIRP automatically shows the channels locked (Duplex = "off") the same as they are in the radio, you should be using Vendor: Baofeng / Model: GT-5R
If you want a UV-5R that will transmit across the same range that it will receive, you will have to spend more money on the ones that aren't yet locked in this manner yet (and are becoming more scarce every day).
