Chirp is the best, I've always used it. Make sure the COM PORT in the Device Manager is the same as Chirp. More likely your device driver installation. Which COM port does your device manager say that your cable is using?

There are a lot of cables out there that have bad chips that used to work but don't work with newer versions of the Windows 10 driver. And since Windows 10 automatically updates the drivers, some cables that used to work quit along the way.
