Since I had no success with the IC-T70A and MacOS, I turned to my Raspberry PI 3 with Raspbian. I had to issue the permissions commands under: https://chirp.danplanet.com/projects/chirp/wiki/Running_Under_Linux

I ended up just downloading the current tar file. Just in case you have the same issue, the Raspbian python gtk package is called pygtk2. Good luck.
