Legally/officially, you MUST NOT use any PMR frequency on any amateur radio for transmissions - not even if you are a licensed and not even for emergencies! Only the official PMR radios are allowed on PMR frequencies - for everyone. That means, there is no legal "programming" of PMR channels as you're trying to do it her
It might be unlikely that you'll get "caught" but it remains illegal. Even if the amateur radio is correctly set to 0,5 watts output and everything.

Hi Andy,
It is not a mystery. CHIRP has been programmed to behave the same way the factory programming software works (TX/RX 144-148 MHz and 430-440 MHz). Unlike the factory software, CHIRP allows you to also add RX only frequencies in the 136-174 MHz and 400-480 MHz range.
