The way to tell which port is being used in Device Manager, is either plug in the cable with device manager open, and see what appears, or unplug the cord with device manager open, and see what goes away. HTH.

You are most likely choosing the wrong port. Which port does Device Manager show as the port assigned to your programming cable? That is the one you must use.
