I’m hoping someone can suggest some things to look at to further troubleshoot this!
I have a couple of suggestions.
1. Try swapping the TXD and RXD wires. It can be confusing on some of the pinouts that are available because it is not always clear if TXD means "connect me to TXD" or "I am TXD so connect me to RXD on the other end.
2. If you are using Windows and the cable you have contains a counterfeit Prolific chip, download, install and select the older v3.2.0.0 device driver. I know you said you cable works with "other things", but if Device Manager shows the programming cable has a Prolific chip, the older driver can only help.
