To download from the radio -- Step 4 should read: "... then momentarily press the [SET] key." It is very easy to hold the [SET] key too long which doesn't allow the process to continue.
Attempting to "Download from Radio" gives the dialog box that requests the com port, manufacturer, and model of the radio. It definitely helps to go into the control panel and verify which COM port the computer has decided to use with the USB. The computer seems to enjoy switching the COM port numbers from one day to the next! Maybe it is a function of exactly which USB port is used as the computer assigns different port numbers to each of the ports on the side of the computer.
I thank you for the help. I have been able now to download, modify, and then upload a revised set of frequencies to the FT-8800R. The cable is difficult to put into the back of the radio given that I have the radio mounted under a shelf. The cable must be inserted into both the radio and computer before turning on the radio. If the cable is not connected to the computer, the radio thinks it should be transmitting!
It seems that any project becomes much easier the second time it is done. Until you have had success, you are not quite sure whether the problems are due to a faulty procedure, hardware problems, not understanding the procedure, or mistakes! Once you have had success, you know that if the hardware hasn't failed, then the problem is due to your own fat fingers!

I perform CHIRP/FT-8800R download/upload repeater memory data transfers frequently without any data transfer issues. It is important to note that the sequence of Upload steps are reversed from the sequence of your Download steps.
CHIRP Menu: Radio => Download From Radio (Order: Start CHIRP's "Download From Radio" before the "CLONE-TX") 1.. Turn off FT8000R transceiver. 2.. Connect your USB Cloning Cable into your computer and FT8800R data jack. 3.. Press an hold the "left" [V/M] key while turning on the FT8800R power. 4.. Rotate the FT8000R “right” DIAL know to select (Clone-Start)—menu item F-7—then press the [SET] key. The display will disappear for a moment and the "CLONE" notation will appear on your display. 5.. On CHIRP menu, select Radio menu => Download From Radio menu item. A Download transfer dialog will appear in your CHIRP window. 6.. On your FT8000R transceiver, press the "left" [VM] key. The "CLONE-TX" indicator will appear on the display. The cloning transfer will immediately begin. 7.. The FT8000R transceiver memory data download to CHIRP will complete.

Likewise, to upload to the radio, it would appear to start the radio first to receive, then have Chirp upload.
If someone can verify my thinking, I would appreciate a reply.
