So when I try this process I get no errors but nothing is getting updated. Chirp processes the import but does not seem to really do the replacement and therefore does not update the radio.

If you stop at step #2 and change, for example, the frequency of channel 1, does that get updated on the radio?

If not, please send me your debug.log file (after trying the above) so I can take a look.
