TheĀ  Baofeng UV-82 doesn't use "codeplugs" as it is an analog radio, also CHIRP isn't for digital radios, just analog.

Michal are you using the incorrect terminology, or are you talking about a different model which IS digital?

It looks like a series of black rectangles. Doesn't go beyond that, no channel, no frequency, none of the keys respond. I tried taking the battery out and turning it back on... no help.
Tried downloading front the radio... nothing.
Is the radio bricked or is there something else that I can try ?
