Tom, I got it working this way: installed the 8/14/2015 daily update, then googled the the firmware error and read where someone with a similar error (3401) had to program using the BF-f8HP model phone in the software. 

So I thought what the heck, it's not programming now! and it worked so I programmed some of my channels and even tested over a local repeater. Maybe we can use this to help others because if this firmware is the latest I am sure others will have the same issue.

I've got to wonder why the Chirp website hasn't been updated to, at least, use one of the latest builds as "the" official build. Time and again we see users here on the latest official build having problems.

Terry,

Go back to the latest daily build as fast as you can. No Baofeng radio
owner should be using the 17 month old CHIRP v0.4.1 stable build
unless the only radio they have is the UV-3R or BF-888s (or close
variant).

Your problem is you are selecting the wrong radio model. Based on the
firmware version, your radio has 3 power levels (1/4/8 watts) so you
must choose the BF-F8HP model.
