Have you tried just programming it in and uploading it to the radio? I don't recall doing anything special to mine...oh, except for maybe doing a reset (menu #48) to start off with (be sure to get a backup image first in case I'm wrong).

We are talking about frequencies in the 480 to 520 MHz range which is outside the factory programmed limits of the QYT radio. CHIRP is programmed to honor the factory limits.
