There has been a lot of discussion about this. I have another spanner to throw into the works:
If you use CTCSS codes to activate repeaters then you might well end up using the same pair of repeater channels several times over but with different CTCSS codes. In the UK there were 38 different CTCSS tones available last time I looked, and 16 repeater channels
on 2m. So you need 608 memories to deal with every possible combination of repeater channel and CTCSS code.
That's for the UK, you might need a lot more in other parts of the world where the 2m band might be wider with more frequencies allocated to repeater use.
Back in the UK, there are also 32 simplex channels, so the total is now 640 memories, and that's just for 'channelised' FM. Don't forget that some of those channels will be for data, TV, satellite, calling frequencies, etc.
After that you've got the 'all-modes' sections to go at, but be very careful down there because a lot of the frequencies are also dedicated to data, TV, satellite, and calling frequencies. And don't let your wide-band transmissions stray into the CW area!

UK only uses 5 different CTCSS tones for repeater access.
