[chirp_users] CHIRP 0.1.10b8

Hi all,

I just posted 0.1.10b8 with the following changes:

- Automatic tuning step selection when entering a frequency that requires something like 12.5 or 6.25 - Fix setting 12.5-step frequencies in IC-2200 - Add digital code squelch support for all radios (except V/U82 just yet, since I don't have one to test with) - Add radio model auto-detection so that you don't have to choose it each time you do a download

There is a lot of stuff in 0.1.10b that isn't public yet so I think we better have a real release soon. If people could test this beta and report on their success (or failure) I can start getting that together.
