I have no idea what my laptop Microsoft 10 recognizes as my port. Is there a way to know?

This bit might not be obvious; if your operating system recognizes the cable as a serial COM port device, that's all you need on the OS side. After that, it's a matter of telling CHIRP what radio and what COM port to use.
