The application security preference in OS X is completely independent of USB serial cable drivers.
Chirp works great on OS X. There are a number of pieces that must be in place. You'll need to install the correct driver for your cable, install the KK7DS Python Runtime, and download and extract Chirp. The information you need for this is here:
