Tone squelch can be useful in a repeater congested area, BUT only if the repeater operator has set up the machine for it. That option is not up to the repeater user.
ALSO - Someone commented that the transmit mode needs to be changed to Wide Band. This is CORRECT information for ALL ham repeaters unless their specific information states otherwise. The repeater (145.23 in Huntsville) is a wide-band machine.

But regardless of what values those might be set to, it's the Tone
Mode
setting that determines what happens when you're transmitting or receiving. If it's set to Tone or None, you'll hear everything on the
frequency. Otherwise you'll be using that monitor button.
CTCSS stands for Continuous Tone Coded Squelch System, which is what you're using whenever there are tones involved during transmit or receive. Anything else is just a shorter version of the same, mainly because ten syllables is a hassle.
