Thats strange. I use chirp with IC-W32A for years without any problems. (Version 0.4.0 with Ubuntu 12.04 by now.)

What kind of interface are you using? I own a usb/rs232-interface of chinese origin which only transfers the first 20 or 30 channels! Is it really only UHF missing or also the last part of VHF-channels?
