Have tried the "non-clone" mode before and again now. Still does't work.

Then it's time to follow the instructions on the website for filing a bug and providing the debug log. However, I know several people that use the IC2100 regularly with CHIRP, so I'd check the rest of your cabling, settings, drivers, etc just to be sure :)
