[chirp_users] New Daily Build

A new daily build of CHIRP is available. This includes changes made directly to the tree yesterday, and may include additional features, bug fixes, and/or bugs. If you are interested in trying it, grab it from the following location:

Changes for Build #86 [Dan Smith dsmith@danplanet.com] [uv5r] Extend upper UHF range to 512MHz The UV5R community claims the radio can (at least) receive this high without any trouble and so we should support it, as long as the radio can tune there. Fixes #192
