Yes, I've been able to program the 898, but I used a combination of CHIRP and the factory software to get things setup as I wanted. So between the two of those packages, you should be able to obtain what you need.
I do not like the 898 that well, for the audio quality from the speaker, its seems to be more on the low side of frequency response. However I do like the scan mode, so I repurposed it to be a VHF/UHF PS scanner, leaving my trucking to handle the 800MHz.
