The reason I say this is with my previous error, the setting of Squelch on 9 went up to 15 micro volts. 1 setting became 1 micro volt. Now it is too low of a variance. 1 - 9

When I reset the radio by the menue it resets back to default up load again, the squelch changes. Seems to only affect the UHF side.
I would suggest that you download the factory .img that matches your firmware version from here: http://kc9hi.dyndns.org/uv5r/programming/CHIRPrecovery/
Load this .img file into CHIRP. Now import your .img file into this one (File -> Import), edit the settings and then upload it into your radio. Do not upload your "original" .img file.
If you would, reply and attach your original .img file so I can study it.
