[chirp_users] TPE format import

Hello,

I have a website that generates several radio programming formats, including the "Travel Plus Export" format, or TPE. A user is complaining that the CHIRP software imports all 70cm repeaters with a 0.6 Mhz offset even if the file itself shows a 5.0 Mhz offset.

Is this an issue in the software, or do I need to change something in my file format? I can provide an example export file if that would be helpful.
