Looks good, Sam. Sometimes the cable doesn't make good contact with the radio. Push it it fairly hard.

Put a call out on the local repeater to see if anyone has a Baofeng UV-82 that they use with CHIRP. Ask them to meet you with their radio and computer and cable.
