Sorry, I forgot a word. Yes, presumably the CD that came with it has the TYT software; I got it online. You can use the TYT software to download and upload data from the radio. The files it saves can be opened in Chirp, where you can copy and paste to other radios, etc. The Chirp support for this radio is incomplete, so you can't upload and download directly from Chirp.
