Further, how would you program the power up settings/ message, etc?

Robert,
This is by design. It only occurs when the UV5R radios have different firmware releases.
The only parameters that will not transfer are those in the Settings / Other Settings tab.
Everything else should transfer properly.
Due to the many firmware releases with the UV5R, this allows you to use the same image file to update multiple radios without
requiring a separate .img file for each.
The Settings / Other Settings tab mainly changes the Power On Messages which normally remain constant.

When I program my uv5R, it transfers all frequencies and additional settings. I have a second UV 5 R and when I upload everything to
that, it only transfers the frequencies, and not the additional settings. I've researched the error and have still not been able to

If a fake flash drive is a concern, use H2TestW as mentioned here.

If the drive's good, it should work with no errors. If it's burned with a
fake capacity, it'll let you know what the real capacity was.
Also, if the drive is not fake but has a defect, it'll catch that too. I
have had several Sandisk MicroSD cards go bad and H2TestW reminds me that
the corruption problems aren't my fault, it's the card's... zowie!

Thanks, Tom. I will have to check that. I don't know much about the fake
drives and what you might get if you buy a drive from a discount house but
that could very well be my problem. I will also try with a different
thumb-drive.

Your two radios have different firmware versions. When the firmware version
of the CHIRP image that you are uploading is different than the firmware
version in the radio you are uploading it to, CHIRP stops short of
transferring the 'Other Settings'. I wish the message that is returned
could be toned down a bit. It needs look less like an error message and
look more like and FYI. Anyway, this is the way CHIRP is designed to
behave. Most of the 'settings' of the radio are transferred. It is only the
settings on the 'Other Settings' menu that aren't uploaded.
Transferring the 'Other Settings' to a radio that has a different firmware
version than the radio it was originally downloaded from, can cause
unwanted issues with the radio. This is because the memory layout changed
when Baofeng released firmware version BFB291.
Most of the time, you don't want the 'Other Settings' changed anyway. If
you do, upload the settings. Close the notification that the 'Other
Settings' weren't transferred. Download the settings from the radio. Tweak
the 'Other Settings'. Upload the settings back to the radio.
