I had the same issue on my UV 5R, it was a cable problem. There are at least 2 different cables available, the one with the silver label worked

I have a V82. I have a programming cable #SN: HNT1208A002. I have the CHIRP software. I have tried several com ports. I have tried 2 different computers. One with Win7. The other with XP. Same problem with both.
I can't get the radio to talk to the computer. When trying to download from the radio I get the error message: "Unable to probe radio band"
