vendors/models, there would be similarities to the keys/values that could be interpreted.

There is no spec. An "image" is just an extraction, or picture, of a radio's memory. Each radio is different. Each CHIRP driver has to be designed to each individual "image". That is why you can only upload and image into the same type of radio that it was downloaded from.
