So, if I read this correctly, the Motorola radio transmission is open to everyone? And will filter out everything that does not transmit with the correct tone?
Tone mode as "Tone" should work if I have the correct tone, and the radio is sending it correctly. Right?

If you truly have programmed the radio with Tone set to 67.0 then it should show up as 67.0 in menu 13 (T-CTCS). as 67.0. If not, do it again. When using Windows you not only have to select 67.0 in the drop down menu, you have to press enter or click onto another cell to make the selection "stick" (this extra step isn't needed for Linux or Mac OS X).
If T-CTCS is set to 67.0 then I would expect that 67.0 is not the required tone. You can use the tone scan feature of the UV-5R to determine what the CTCSS tone of the Motorola radio is.
