[users] Uniden Scanner Support

Hello Group,

The new list seems to be doing well...

I'm noticing a lot of new modules being added to the tool, and I'm wondering if anyone has revisited the possibility of adding support for the Uniden Scanner Line.

I use a BC-780 XLT to monitor Amateur, GMRS, and PS. I leave it connected to the main desktop (LinuxMint v20.4) 24/7 via serial cable, and I would use it a lot more if it were able to be programmed by Chirp...
