The FM broadcast radio is a separate isolated function/circuit. It is not the same as the transceiver portion. The FM broadcast radio requires a much wider bandwidth on the receive side for music.
The VFO portion is reserved for transceiver operation only.

I don't have a radio handy so I can't verify this, but I believe you would set STEP=10KHz, key in 100.000 and then press the down arrow key until you get to 076.040
