I would do this, download https://mirror.math.princeton.edu/pub/ubuntu-iso/groovy/ubuntu-20.10-desktop-amd64.iso
and burn it to at least 4 GB or larger USB stick using etcher https://www.balena.io/etcher/

Boot from the installation.

Using terminal - enter this:

sudo apt-add-repository ppa:dansmith/chirp-snapshots
sudo apt-get update
sudo apt-get install chirp-daily

Then run chirp-daily either in the terminal or you'll find it on the menu.

Messing with counterfeit chips on cables and Windows security measures of updating drivers which don't work for your older cables - the fake ones - and the lack of error messages are big time consumers.

Download the live Ubuntu and use chirp there.
