The tone fields are two bytes wide.
Whoops, I was looking at and thinking of the wouxun (which is in the same file I linked to).
On the UV3R, the tone value is one byte wide, storing 50 tones and 104 DCS codes. There are two other flag bits used to indicate inversion of the transmit and receive codes, as you can see in the source link I provided.
