Yep, it is a local university that I am going to be working at and found that their security had a freq, i thought I would listen in, listen only, but it looked weird to me. 
I was able to program a channel in my ht but only get some weird noise, I was wondering if there was some translation required that needed those c12 and type R values to make it audible....if it is at all, maybe it is just digital signal in general and I would not be able to get anything out of it.

Really just curious to see what it was as i had not come across those values before.

So a quick google leads me to believe this is a law enforcement frequency, so I'll ask what is the service you hope to monitor? Where did you get that listing? If we know what you hope to monitor, we may find an alternate source for the information. That C12 tone setting looks vendor-specific, it likely 'maps' to either a standard DCS or CTCSS tone.

Unless it is a digital mode Color code, but that feels unlikely...

Since 472 is not in one of the allowed HAM bands you may be able to listen
but are prohibited from transmitting with an amateur license.

Chirp will allow the frequency to be input but I have no clue about the
non-standard tone and type.
Sending it to the radio may be problematic as well.

To just listen, you don't need to program a tone. You will have to
find out what the frequency equivalent for C12 is. Then for TX/RX of
the tone, set tone mode to TSQL and finally select the matching
frequency in the column that becomes non-blank.
