I cannot tell you about the light, as I cannot see mine, but my first question is, did you install the driver before plugging in the cable?
If you don't, Windows will install what it thinks is the right driver, and it may not be right.
If this is the case, delete the device driver for the device, and reinstall the one that came with your device.
Then I would unplug the device, reboot, and reinstall the driver, and then plug in the cable.

Had to get drivers to get to this stage but radio does not respond.  Do the red and green lights on cable  usb end have to remain on or just flash on when you plug in. Computers is a HP windows 7.
