Catalina drops 32 bit support for everything so you will definitely need a 64 bit python runtime. I have not used chirp on osx so I don't know if what I'm recommending even exists.
Based on https://chirp.danplanet.com/issues/6103it appears that the KK7DS Python Runtime R10 is not 64 bit and won't help.
Maybe someone else has some leads on getting python2 64 bit running on OSX? (Catalina or not)

FYI... I installed macOS 10.15 Catalina and Chirp will not open. I did the security thing to all it to open, but it just doesn't open. This is with the latest build "chirp-daily-20190925.app".
Should I install a 64-bit version of Python?
