I suspect not, this interface does not work well with ft-2800m ...
I make the following connections:

RJ-12 connector (FT-2800M) TS connector 3.5 mm (interface for FTH-2009, FTL-2011, VX-200, etc.)
Pin 1 PTT/CLONE    <------------>    Tip
Pin 3 GND    <-------------------->    Sleeve

It worked well to read but not to write.
Reading http://www.g4hfq.co.uk/links.html and http://www.g4hfq.co.uk/download/g4tic.pdf, I think the problem may be in the interface. Bas Helman (G4TIC) says "... So far I have tried three circuits one with no success another with partial success (it communicated in one direction only) and the one documented here with complete success. ...".
Maybe I should build the interface G4TIC suggests to try again.

When I try to use the Repeaterbook option, the list of states is limited to only US states whereas their web access also 
includes Canada.  Is this limitation in the access afforded external programs or is it something internal to CHIRP?

If it is internal, could the access be changed to include the Canadian provinces as well, please?

read it, but when I try to write it, this tells me "ERR 15".
I have done several tests (including Windows XP).
I use the same interface with which I program the handys FTH-2009 and
VX-200.
Can anyone help me ?.

Hmm, the cable for the 2800 uses a modular plug in the mic jack. I
wouldn't expect those HTs to have similar jacks. Are you sure that your
cable works with the 2800?
