No. RESET will not perform a "restore". The RESET menu only resets the 128 memories, the 2 VFO and the 40 menus to the FIRMWARE defaults. The FIRMWARE defaults are not the same as what they were at when the radio came from the factory. For example from the factory menu 14 (VOICE) is set to ENG (English). After a RESET, menu 14 is set to CHI (Chinese). Many other menu settings are different after a RESET from what they were from the factory. And a RESET does nothing to "reset" any other areas of memory beyond what I mentioned above (the areas of memory that get messed up when overwritten by a foreign image). The only way you can "total reset" a Baofeng like radio back to its original "factory" settings is to upload a backup CHIRP image that was saved from the radio immediately after installation of the battery and before pressing any buttons. It doesn't sound like this was done in your case, though. Sorry.
