TM-241A isnt supported by chirp - and I dont even think it supports programming - it's only 20 channels. Perhaps you meant TM-271A ?

I have a Kenwood TM-241 that is able to handle frequencies that are able to be resolved correctly in the Kenwood MCP-1A programmer however chirp complains about the band and steps
the frequency is 15x.5625.
Is there a workaround to disable the test and enter the frequency
Thanks
