Tim, This is not uncommon. CHIRP 0.4.1 has been updated several times. My first recommendation is to load the Latest Daily Build of CHIRP. Also, Windows 8 may need Smart Screen set. Refer to http://www.miklor.com/COM/UV_CHIRP.php for details.
