Install the flatpak version. 
The latest was in the danplanet repository and not the debian repository but not sure that is being updated any longer.

when I try to install again, 

wajig install chirp-daily

install chirp-daily
Reading package lists... Done
Building dependency tree      
Reading state information... Done
chirp-daily is already the newest version (20210310~xenial~1).

How do I get the newest chirp?
