This is imperfect because of the increased complexity over other D-STAR radios, but it should be close enough for most people.

This includes (at least) the ID-31 and any other radio with memory size greater than or equal to 0x10000 bytes. Also fix .icf file import. Also, tweak the echo cancellation code to work with the ic-rx7
