You don't import or export to/from the radio. You download from and upload to the radio. Only a tap that is compatible with your radio can be uploaded to your radio. For your radio, the tab's left side of the label will say something like "Baofeng UV-9R: {somefilename}.img". Unless the left side of the label displays "Baofeng UV-9R:" it isn't compatible with your radio and shouldn't be uploaded.
If you are dealing with a CSV file that was saved from CHIRP, externally edited and then loaded back into CHIRP, that is your problem. A CSV file cannot be directly uploaded to any radio. You have to have a tab open that is compatible with your radio. In other words it must be a tab that was created by downloading from the radio or reopened by loading a saved *.img file that was previously downloaded and then saved from the radio. It is this "compatible tab" that you would import the CSV file into so it can then be uploaded back to the radio.

You installed the incorrect, or the least preferred version ofChirp. The version you installed using Synaptic, or APT INSTALL, is packaged by "who knows" Please install the Snap or Flatpak versions. Your Export and Import selections will be there.

A Clean Start
If you want to get an empty CHIRP-compatible CSV file, the easiest way is to let CHIRP create one for you. Here are the approximate steps for creating an empty file, editing it in an external editor and opening it back up in CHIRP:
Start CHIRP Go to File > New to create an empty CSV file Add a memory to the first row, by entering a frequency such as 146.52 Go to File > Export to save the template file to something ending with a .csv extension Open the file in your spreadsheet or external application of choice, make edits and save Re-open the file in CHIRP to validate that the format is still correct, by going to File > Open and choosing your file Optionally use File > Import to import the contents of your CSV file into another radio image
Under File: I do not have an option to Export or Import.
This makes it hard to get my .csv file into Chirp and make it an .img
